Elk detecting phone on/off hook

I am trying to monitor my home phones status (on/off hook) with my M1G + Homesser.

I have the following rules in my M1G:

Whenever telephone line off/on hook goes off hook
then turn telephone (out 3) on
Whenever telephone line off/on hook goes on hook
then turn telephone (out 3) off

Output 3 is not connected to anything but is monitored in Homeseer thru the Elk plugin.

All of my other Elk zones/status states are monitored normally but Homeseer shows this virtual telephone output toggling on/off very frequently and somewhat randomly:

Our phone was hung up during this period. The Elk is connected directly to a Comcast VoIP cable modem thru an RJ31x.

Any ideas why the output is falsely toggling? It only seems to do this when the phone is actually on hook. When it is off-hook it looks OK.

The on-hook voltage of the Comcast VoIP modem could be right at the M1's off-hook detect threshold. See the thread below to check.

Thanks. My last on-hook voltage was 57V so that's not the problem, right?
