Elk M1 AC/Battery question

My M1 started giving two events with a power blip.  This happens with a power blip of a second. 
 
1. 1139 low battery 
2. 1141 Expansion module trouble. 
 
I replaced the battery as it had been a while. 
 
The same thing still happens with the new battery. 
 
I checked the system battery test and am unsure what it means.
 
Initially the reading is 
 
10.8 V
.48 Amps
 
 
After about 10 seconds of the test running 
 
13.7 V
.41 Amps.
 
 
I assume the failures are due to the initial detection but am confused about why this changes and what to do to prevent this.   Thanks for any advice.  This forum is great!
 
If it's the new battery, then it's a function of how often the panel polls to see if the battery is present, the voltage and what the charger is pushing to it to keep it at float. All normal functions.

What could cause the battery voltage to drop to 10.8 volts at .48 amps? That bothers me.

I missed the part where the OP stated this occurred with the new battery. I'd want to know the size and loading on the panel and also consider the age and possibly everything else battery related as a whole picture.
 
Manual:
 
The control’s standby battery is load tested automatically every 24hrs. However, it can also be
manually load tested anytime using this option. Press the right arrow key to start the test. The
battery is placed under load for 30 seconds and the battery voltage and system current is
displayed. If the battery falls below a set level, a Low Battery trouble will occur. If it’s necessary
to replace the battery, this test should be used to test and clear a Low Battery Trouble condition
 
Maybe something held in the memory buffer.
