Elk M1 / Insteon M1XSP issue?

I have 107 Insteon devices connected to Elk. All devices work from the switches themselves. But when Elk or touchscreen tell my last 13 devices to turn on or off there is no action. Have reloaded PLC and M!XSP with Powerhome. I am not using Powerhome except to load Elk and do linking. Devices work with Powerhome used as manual control connected directly to PLC. Any ideas??

In the ELK-RP lighting section, double check that "Serial Expander" format is selected for the last 13 devices and sent to the M1 control.
