Elk - Rules Set for Same Time

Elk M1 Gold rules question: Will rules set to fire at the same time (hour and minute) work reliably? Or does only the first rule get triggered?
 
Below are two rules both set to fire at 5:46 AM:
#1 turns on morning lights during weekdays regardless of armed state. 198 is a UPB link. 
#2 turns on the same lights on weekends when the system is armed away.
 
Is Elk more reliable if I set #2 to fire at 5:47 AM rather than at 5:46 AM? Is Elk reliable if two rules are set to fire at the exact same time?
 
This morning (Tuesday) rule  #1 didn't fire (or there was a comms error). UPB has been 100% reliable in our house as far as I have observed. The UPB liknk is working fine from a Simply Automated KPCD-7 tabletop controller and from Upstart.
 
1 WHENEVER THE TIME IS 5:46 AM
      AND THE DAY(S) OF THE WEEK IS/ARE -MTWTF-
            THEN SET LR & Kit Lights [198 (M6)] TO 65% BRIGHT, FADE RATE = 0
 
2 WHENEVER THE TIME IS 5:46 AM
      AND Home (Area 1) IS ARMED AWAY
      AND THE DAY(S) OF THE WEEK IS/ARE S-----S
            THEN SET LR & Kit Lights [198 (M6)] TO 75% BRIGHT, FADE RATE = 0

Technically, it's supposed to work... but I avoid this as much as possible. If it were me, yeah, I'd set either of them to 5:45, 5:47, etc.
 
In the lighting section of ElkRP you will see an option called "opt" that you can select for each lighting device. I believe that setting should be not selected to cause upb signals to be sent in sequence avoiding collisions on the UPB system.
