At a glance, it appears that any given User may be assigned a code, or an access key ID, but not both. Just wanted to check that this was the case and I wasn't missing something. (I can create two User entries for each actual system user and have their code in one and their access key ID in the other, it'd just be nice to have everything together in one entry)

Yep, separate IDs. At least that way you can also tell how they accessed the alarm. I set up users for example with a user ID of let's say "5" and for their keyfob it will be "15".
 
You can now have up to 199 users. The user number is assigned by the location the code was entered.

Keyfobs ID number can be assigned to any user number 1 to 199.
