ELK - Using Telephone option 5 - Voice Message

I will later being using a real monitoring company, but until then I would like to setup my ELK to just call my phone (and a friend if it misses me).

I think I should be using option 5 (Voice Message). But this says, I should then use rules. I made an attempt, but it did not call me. Has anyone done this?

I do this. My Elk rule looks like this:

WHENEVER ANY ALARM, ANY AREA TURNS ON
AND AREA ARMED
THEN DIAL DAD'S CELL (123-4567) AND ANNOUNCE KEYPAD PANIC ALARM (Vm209)

In the "Telephone" section, I have my cell phone set up as type=0 (always report to this number) and I have my wife's set up as type=1 (report to this number as backup).

This way it tries me twice, then dials her number if I don't pick up (or if it goes to voice mail).
