Elk zone voltages

I have several zones wirred with eolr's ad a few without resistors. When I look at the system  status using elkrp the resistor zones show EOLR(=) 7.3 volts as I expected but the zones with no resistor shows short(-)  0 volts. I expected to see 13 volts with a closed circuit and no resistor and 0 volts with an open circuit.
 
Do I just have it backwards? Is this correct?

When you have a closed contact, you will see roughly zero (or close to zero) volts across it.  If the contact is open, then you will see a voltage of roughly 12 to 13V.
