EZ8 won't dial

I'm installing a new system using an EZ8, which I first flashed to 5.2.6. Everything works correctly and no troubles are reported, except that the control makes no attempt to seize the line or dial when an alarm is tripped.

Any ideas for diagnosing this further? See below for details.


Components: M1XEP, M1XRF2H (Ademco receiver), M1KP2

Symptoms/settings:

- No relay click
- No line-seize LED lit
- Disconnecting from RJ-31X does show line trouble
- On-hook voltage: 63
- Communicator manual test exits without dialer going off-hook;
nothing in log.
- Automated communicator test: no dial, nothing in log.
- Central station receives no reports.
- When auto-answer rings set to 1 then control answers call.

- Dialer delay and cancel window = 0
- One number programmed, type 0, Contact ID, 8 attempts.
- No IP reporting programmed.

- Only wireless zones programmed; Zones 1-8 disabled (resistors present)
- All settings at default except those necessary for above.


What I've tried so far:

- Cold boot everything
- Bypass RJ31-X
- Disconnect serial interface for M1XEP at panel, reboot, re-enroll
bus modules.

In RP, under Communicator / Zone RCs, make sure the column labled Alarm Pulse is set to 1 for every zone you want to a send signal.
 
On the telephone setup, make sure you have a valid phone number set and an account number for the area in which your zones are programmed.
