How do you have a rule, enable an insteon program?

I have a M1Gold and want a rule that when a keyfob button is pushed, it enables an insteon program in the ISY.

I don't think the ISY will detect keyfob buttons. I would have the keyfob button turn on a phantom Elk output for say one second. Then have the ISY run the desired program when ever the phantom Elk output is turned on.
