How to Put Sequence Delay in RP Rule

Using RP / zwave There is a motion detector on the driveway. Outdoor lights go out at 8:30pm. After 8:30 the motion is set to turn the outside lights on.

What I would like to do is have a rule to sequence them so that it looks like they are being turned on by a person, Porch Light & Kitchen Window Light, 2 second delay, Driveway Lights, 3 seconds then Garage Front Lights.

One option.........

When zone (outdoor PIR) becomes not secure ------> note: outdoor wireless PIR will auto restore
And it is dark outside
Then turn output 30 on for 5 seconds
Then turn output 31 on for 8 seconds
Then turn output 32 on for 12 seconds

When output 30 is turned off
Then turn on light 1 for 5 minutes

When output 31 is turned off
Then turn on light 2 for 5 minutes

When output 32 is turned off
Then turn on light 3 for x minutes
