NX-8E dialing issues

I installed an NX-8E about eight years ago in my home. I recently had an opportunity (?) to reprogram the panel and decided to have it dial my cell phone and my wife's cell home on an alarm condition. I configured the first phone number for 4 calls, using the page format and then splitting the reporting between the second phone which was also set to 4 calls. The first time I tested the system I got 15 calls on each cell phone (which is a little much). I have changed the programming a couple of times (using the DL900) but the best I have been able to do is six calls to the second phone and then four calls to the first. What I want is 2 calls to the first, then 2 calls to the second, two to the first and finally another set of two to the second phone for a total of 4 ea.
