I got my Plugwise kit the other day (plugwise.com). Shipped from the Netherlands, but got it quickly. I have a couple "circles" as they call them set up. One for a server, one for the tv, and one for the refrigerator. Basically all I had to do is plug them in, install their client software, and plug in the usb interface. It seems to be working well. The software is a bit clunky, but I expect that when hardware vendors write windows software. Over all I'm pleased with them so far.
No API, but the protocol has been reverse engineered. Now I'm working with that info and some sample code to see what I can do.
