Private messages?

I think I read somewhere one can't post hyperlinks until a certain number of posts are made.
 
Is there a similar limitation in place to prevent private messaging, or are PM's not available here regardless of post count? Wanting to contact a vendor, and I see no way to do so via the boards - but this is only post #3 for me.

Immediately after making the post above, the member list and PM's became available.
 
So, disregard...evidently the magic number is "3".
