Reducing Electrical Noise form Flourescent Lights for UPB

I installed a few UPB switches in one of my office buildings and I couldnt get them to communicate until  I realized that the lights were causing a ton of noise which I could measure using upstart.  As soon as I turned them off the noise went away.  Is there a filter I can wire in the panel that will correct this?  Are there any other options?
 
I had the same problem with my overhead bank lights in my shop.
 
Simply Automated makes a wire in filter kit.

It will fit in a deep 4x4 metal junction box.
Each bank of lights needs a filter, I have 4 banks - each ~500W.
The kit handles 10A (1200W) which should be fine on a UPB switch controlled circuit limited to 500-900W.

Ok great.  That was what I was looking at installing too.  I wanted a second opinion though. I actually wasn't trying to control the lights in the building at the moment just ones outside.  The ones inside are the ones causing the problem though.  Thanks.
