Toggle UPB link is BLINKING instead of toggle

Sending triggers from URC to HAI to TOGGLE lights. Its not toggling, but BLINKING. How do I get a UPB light to actually turn OFF if its on and ON when its off. THATS a toggle! No?
 
Here is my automation block:
 
128. WHEN RECEIVE Living Room Can Lights
   THEN Living Room Cans TOGGLE
 
It should be that simple, no? I see and option for BLINK, so I assume with UPB and HAI, toggle means TOGGLE!
 

edit: though just occurred, I may need to check my REPEATS in my macro on the URC side.
 
eidt: Nope, just checked my repeats on the URC side, its not set to repeat.

Ok, it must be my driver in URC Total Control as testing TOGGLE from PC Access nets the correct result, it TOGGLES. While my macro in URC does not have a repeat in it, it appears my driver IS repeating. Thanks for letting me waste your time! LOL
