I have my Elk setup using Contact-ID, and it manages to call the monitoring station for openings, closings, alarms,...but it doesn't place the test calls. I set up the Systems RC panel, but must be missing something.

I have a rule set to send me an email when the phone line is seized. It doesn't attempt to place the the call any ideas?
Actually, as I was writing my edit, I was able to place a call the only thing I think I did differently was set Global events on the Telephone page....
