TTL output 1 turning ON for no reason

You might "saved" OP state, when you saved, OP1 was ON.  In "Output Control", you could manually change output state, then you could "Save States", which means when power on, board will set output state to that saved states. 
 
That feature is for some users having need when power on, board must set output to a pre-determined state.

Yes! It is exactly that! I saved states without knowing what it was doing. I re-saved states with OP1 OFF and now it does not turn ON at boot. I can now use it.
