UPB Newbie - Help Needed

I have had an OmniPro installed for 10+ years controlling mostly a few lights via X10.
X10 on the fringe of the property was unreliable so I started to move to UPB approx. 2 years ago but life always gets in the way and I have never spent too much time on this project.
 
A walkway light had been controled by an x10 switch but stopped working when I switched to a LED bulb.  I figure there was either not enough current to close the switch or the switch just was went bad.
 
I figured it was a sign to swap that switch out to a UPB Switch.
 
There are only 4 devices on the UPB network so far.
 
I have 2 motion sensors that are hardwired to a security light and also act as NO contacts to a UMI-32.  The theory being that I could get a UPB signal when the security light goes on in order to activate other things.
The Omni Pro was reading the signal and then activating the walkway light via X10.  So far so good.
 
I have not been able to get it to work the same way once I replace the X10 switch with the UPB switch.
 
Since the Motion Sensor (MS) and the Walkway Light (WL) now are both UPB I don't believe the OmniPro needs to be part of the equation.  So I have been just trying to get the MS to control WL directly.
 
It isn't working so I know I am doing something wrong but I can figure out what.
 
As a way to test I programmed a switch to send out the same link that would activate the WL as I wanted the MS to do.

When I hit the top rocker on the switch I get in the log

and the light goes on.
 
When the security sensor activates it does the following but the WL does not come on.

I tested the device to device signal and it shows as excellent.
 
I have very little experience with programming UPB so I suspect it is something simple and stupid that I missed.
 
Any thoughts / suggestions would be greatly appreciated.   I have the config file if that would help.

You shouldn't need any intervening device for UPB devices to work in conjunction with one another.
 
What model/make UPB switch are you using?  
In UPStart, have you programmed the IO module to transmit a link and the switch to receive and respond to that link?
You have Unit IDs listed above but I don't see the Link ID.
UPB devices generally communicate among one another via Link Commands.
The Omni, UPStart and some other devices can communicate via Unit Commands.
 
In general, when the IO module receives an input it transmits a Link Activate command.
The swith must have the same link in one of the registers in its Receive section in UpStart (with an associated desired action).
 
The IO module can be configured to toggle the action, sending a Deactivate command when the input turns off.
 
Look at all of the tabs and options for each device in UPStart, it's fairly intuitive.

Below are 3 images which show the config for the components.  I found the setup pretty intutive too until it didn't work 
The links are named.
Link 001 - FronWalkMotionSensor
Link 002 - unused
Link 003 - DriveWayMotionSensor

This is the config of the "Test" switch.  It sends the link 'DrivewayMotionSensor", Link 003 when upper rocker switch is  hit.   This works.
 

 
This is the config for the walkway light.  I believe I have it set to come on if it sees Link 001, 003 or 004

 
This is the config for the motion sensor.  It transmits either Link 001 or Link 003 based on which input contact is closed.

to me it looks like they are both sending an "Activate Link 003" command.  But the top line works and the bottom one does't
 
Does the sensor have a delay built in?
Does the relay stay tripped while there is motion?  Or does it just send a pulse when it detects?
Is it possible the sensor is tripping on then off rapidly, sending the Deactivate command right after the Activate command?
From the log it looks like it is sending the Activate command.
 
Confirm the sensor is set to provide contact closure to terminals 9 and 10 on the IO module (For Link 3 - DriveWayMotionSensor).
 
Do you have a coupler?
Is the test switch and light switch on one leg and the IO module on the opposite leg?
 
Have you run noise tests with the light on and off?
 
Here is a few more consecutive lines later in the log.  Relay stays closed for approx. 4 minutes after no longer detecting motion

002,005 and 066 are all on the same phase.  I have a UTR coupler. Installed.
 
I'll have to climb a ladder to confirm wiring but I can see from the logs that it is sending out the link command.  I can even use the Test function in UPB UPstart to tell the IO module to send the Link command and it doesn't work then either.
I ran a com test between 066 and 005 and it was clean and green

I found the issue a few minutes ago.
In the advanced tab of the io module config there was a checkbox to have the signal sent through a sequential transmitter.  I unchecked that box and it started working.
