UPB URD-30 not found by UpStart

Is there a short list of tricks to getting my UpStart to find a newly installed SA URD-30?

-Double checked that it's in set up mode
-Moved the PIM to just about every outlet in the house, and verified communication with other units
-Phase coupler installed in the breaker panel
-Triple checked installation of URD-30, everything where it should be, and extra wire capped.

Could it be a bad URD-30? The outlet functions fine. I have others I could swap out to try, but after fighting with this one, I called it quits for the night.

Try plugging the PIM directly into the outlet.

Test the outlet with a plug in oulet tester to make sure the wiring (black/white) aren't swapped somewhere upstream of the outlet.

Otherwise it may be a bad module.
You can pull it out, and wire it to a plug in 3-wire cord (cap all the wires with wire nuts) for testing.
