Water Alarm & Output 2

I finally connected one of my liquid sensors today and set the zone as a water alarm.
The problem is that when I tested it my exterior speaker on output 2 went off.

This is what I have:
Zone Type: water alarm
Cutoff Timer: 3 seconds for "WatrDuration"
Globals: Output 2 delay before turning on = 30 seconds

So, why would the water alarm ignore the global delay for output 2 and trigger instantly?
 
I'm going to leave just this message as I was able to resolve the issues in this post.

Edit: I had system messages disabled in voice globals so that is working now, but this is interesting:
If I give the water duration cutoff time to speak my message that is set in the rules it is played at the alarm volume as set in the globals. If I set the cutoff to 0 the same message is played at the non-alarm volume. Now, if I set output 1 to go off in the rules section along with the message then the message is played at the alarm volume even if output 1 is set last in the "then" order! So adding output 1 to a rule makes any voice message played back at the alarm volume...interesting.

Even after a reboot the global setting for output 2 is being ignored. I can't figure for the life of me why!
 
Well, According to Brad at Elk only burglar alarms follow the delay setting for output 2. Any 24hr. zones will trigger it instantly. That explains that, but I really wish that was noted in RP since in fact it is located in the "globals" section.

I've set my water cutoff to 0 and have a message played along with the keypads beeping. A text message is also sent to my phone. What do others do?
