Situation: Two switches controlling a set of outside porch lights. One of the switches is the standard decora style that I am replacing with an insteon switch.

The other switch in the circuit is outside in a recessed box and the actual physical switch is one of those that has two different switches for two circuit in the space for one.

Question: Since the load (thankfully) for the porch lights is in the box that contains the switch I am replacing, and there is a line feed in that box on the same circuit, can I just cap the wires going to the outdoor switch, leaving the outdoor switch completely untouched, and be within code and safe and all of that?

I am not qualified to answer code questions, but it sounds safe to me. As long as you are using the proper neutral (ie same circuit as the hot), you avoid one area of concern. AFAIK capped wires in a box are fairly standard.
