... I get 'The website declined to show the page'....which would mean SOMEWHERE I have a permission wrong.....

I get the same error message you described plus a dialog box indicating there's been an error in the MMC snap-in.

The other thing I've noticed is that the first time I try "http://localhost/PremiseHUI/PremiseHUIMain.swgx", I get a blank page with a gradient-density, baby-blue background. IE7 shows (in the lower right corner) that a script error has occurred. If I display the error message (can't copy-paste it) it indicates a Silverlight problem (see attached image). If I refresh the page, it displays the dark-blue Premise background and HUI's toolbar.
