Here have indoor UPB switches outside on the Deck next to GFCI breakers in weather proof boxes with snap down covers.  It has been years now and they are working fine today.

Why not use something like this inside the house:

and put a standard GFCI outlet outside.  That won't work if you don't have a dedicated run. 
 
Not sure how the GFCI and Zwave items will interact - the order may be important but perhaps not.
