skyewright stated that the 1-wire counter was wired as:

"Counter A and +5V are connected to the Inspeed Vortex."

At the "A" terminal, this would provide +5 for each pulse, and an open between pulses.

Are the R1,R2 1M resistors there to provide pulldown to ground when the counter circuit is open?
Or should other arrangements be made?

Yes there are pulldown resistors for when the counter is open.
Great.

This was a general wiring question. I'm actually hooking up a natural gas meter with a pulse counter and wanted to confirm that I didn't need any additional pullup/down circuitry.

A better option now is to use our Anemometer Controller Board is you already have the Vortex or our Inspeed Anemometer solution if you don't already have the Vortex.

When I get around to expanding my weather data collection I'll definitely look into that.
