FYI, I have the latest 4.3.12 and 1.6.6 running and here is the problem that I'm running into and don't know why.

Using Zone #54 to monitor my external power supply if I lose AC power.
Attributes of zone #54 (32=power supervisory; Normally Open)
Connect zone #54 to my external power supply N/O terminals

I've written this simple rule and the results are:

It doesn't call my cell phone on both AC power remove and restore
Nothing display on the keypad on AC power remove
Elk RM shows zone #54 as RED when AC power removed (proper indication)

Whenever Power Supv Zn-AC Trouble
Then Dial xxx-xxx-xxxx and Announce xxxxxxx

Whenever Power Supv Zn-AC Trouble Restore
Then Dial xxx-xxx-xxxx and Announce xxxxxx

************************************************
SO NOW I TRIED the rules below and the results are:

It calls my cell phone when AC power is removed
It calls my cell phone when AC power is restored
Elk RM shows zone #54 as RED when AC power is removed (proper indication)
Nothing display on the keypad when zone #54 becomes NOT secure
When zone #54 becomes secure THEN SUDDENLY "AC FAILURE" message is display on the keypad AND the only way to clear it is to cycle the power to the alarm panel

Whenever Zone #54 Becomes Not Secure
Then Dial xxx-xxx-xxxx and Announce xxxxxxxx

Whenever Zone #54 Becomes Secure
Then Dial xxx-xxx- and Announce xxxxxxxx
