I picked up a Panasonic KX-Series IP Camera. Cheap, but reliable. But old.
 
IP camera control. No AB support.
 
By popular demand, (ok, no demand other than me using it from work), I added a couple of fixes:
 
Right Pan Didn't Pan Remotely outside of local domain
Ran all .pngs thru www.tinypng.org - reduced .png size by 65%
 
For Premise historians...Jim Hunter created a module for this with the original Premise release...the change to 2.0 broke it. Somewhere it resides on a hard drive somewhere...and it only worked in AB)

Have you searched on this site: http://www.zoneminder.com/wiki/index.php/Hardware_Compatibility_List ? I would definitely ask someone on the zoneminder site. Maybe you could point to the video stream directly? (I think some IP cameras let you do that)

My guess is since the video works on iOS and not on Windows Phone 7 that the camera must be returning something different based on the client's browser id (user agent string). This is common for ip based cameras (I think). Maybe there is a hack for WP7 to spoof the browser id as Safari? Also try checking the security settings in WP7.

I put up a new version - fixed a couple of things - right pan and ran the .pngs thru tinypng.org...65% reduction in size.
