Elk M1 Gold / ISY: Insteon PLM Questions

Two questions on the Insteon PLM:
 
1)  I just need 1 PLM for the system right? 
 
If I have rules living on both Elk and ISY (they will be connected and I will purchase the ELK Intergration Module) for Insteon devices, will one PLM connected to the ISY be good or do I need one directly connected to the ELK as well (not even sure this is possible with only one XEP).
 
2) Is there a challenge in moving the PLM from one electricial socket to another once everything is programmed? 
 
I have not purchased my ISY or ELK yet.  Was thinking about getting the ISY / PLM and doing a temp set up in my home office.  Then moving to the ELK location once I purchase it.  Any problems there?

1) Yes . The PLM is used by the ISY controller. The ELK is interfaced through a ELK M1EXP Expansion Board. Using the optional ELK Firmware add on you can purchase from UDI.

2) Should be OK unless the other location may have some issues with communicating to modules . That where not present in the locations the set up was done.
