This program hasn't worked for me in years. HAI maintained the server where these firmware updates came from, and that has long disappeared.

I have used this version of the Zigbee Updater on my 2 Zigbee Zims and it did update them. The version numbers changed and the logos changed from HAI to Leviton. I can't comment on whether it updated downstream Zigbee devices.
