Hello from NY

Hello all. I am new to here. Looking to get information on home automation and eventually build my own system with integration into my fire departments paging system(call comes in, HAS turns lights on and sends rf signal to my pickup to start)
 
I am a radio repair technician for primarly NYSP in my area.

Sounds like a pretty easy automation project.  The only tricky thing I see is "call comes in".  I don't know what that means exactly and how that might be used to trigger the other stuff.
