Program your cell number into the NX8E where the monitoring station number normally goes.
It will call you. If you can decode modem tones by ear you could even determine what triggered the call.
The NX-540 is for you to call the alarm not the other way around.
To have it call you and have voice announcements (which is what I think you are wanting) you need a box with a prerecorded announcement or something with a voice synthesizer. Radio shack used to sell something like this to call you if the contacts (connected to alarm) were opened/closed.
You could use something like misterhouse home automation software to get serial info from panel and pass info to VOCP or asterisk (both run under Linux) to call you and generate an appropriate announcement. Maybe overkill but it would work. Some programming and hardware work required. There should be much simpler ways. You didn't mention if you have any sort of home automation system which could assist in this task.
