Like the descriptions says:

"Does that mean the apartmens in the apartment complex are prewired?"

If it is, that'll save me a lot of money by going pre-wired.

I expect the complex is a bulk subscriber, that a window/patio door/front door is prewired to a single in-wall keypad/sounder/responder, and that if you pay for the alarm option they add your phone number and safe code to the database and give you the passcode to arm and disarm the device.

Oh wait-- so what you're saying is, they have their own AIO security panels? Sorry, I can't take that. That's like having an Elk panel, Elk KP2 keypad, and Elk speaker glued in one place!
 
yeah - no apartment is going to have the wiring stubbed out for you ready to do your own thing with it. There's some out here that friends have lived in - and as fitspatri8 stated, it's normally an alarm system already wired into the units, and if you want to use it, you pay a fee. Otherwise, you ignore the panel and forget it's there.
