IP Panel without monitoring

Looking for an 8-16 zone security panel an HOA pool house. Don't need all the bells and whistles that HAI or ELK provide. Just would like to monitor status, logs of whom accessed via log of codes, email on alarm etc. Don't want to pay for monitoring as it really isn't all that critical more to just scare off anyone that gets in without permission.

Am I correct in looking at Honeywell vista's that they only support this kind of connectivity after paying them monthly?

What am I missing, I can't seem to find what I'm looking for. Or does it even exist?

I'm getting the feeling that this doesn't exist outside of the HAI/ELK Realm...... any takers?

Have you considered the cheaper M1EZ8? I can't think of any other panels which support IP monitoring.
