JDS CS48 IVR

I have a JDS CS48 which I have been using for years.
I recently came across a Stargate IVR board that looks like new.
I installed it on my CS48 board with no other changes, and it did not work.
After downgrading to program level 3.10 I did the self test and it said it was
testing VOC 1 thru 3, this passed.
I cannot seem to make it work on the voice at all, is there an installation jumper or
software procedure to make it work properly?
