Leviton HAI Omnistat2 RC1500

A couple of days ago helping a friend (over the telephone) with his RC1500 noticed that it had only two terminals on the left side of the motherboard.
 
I have never seen this.
 
Is this normal?  Is this a QA thing relating to shipping?  Did the terminals fall off?
 
I was a Zigbee enabled model.  The Zigbee module is right there.  He wanted to bench test it and I said just plug it into a 24VAC source.  I got confused though looking at the thermostat.

Looks like it's missing parts/some assembly required. If the parts were unneeded, they wouldn't have put the pins on the other side of the board.
