M1 won't quite seize phone line

Off the top of my head I can not remember what the Line Seize Hangup Time is, but it is a Bell standard delay time. It sounds like your telephone system is needing more hangup time to clear an incoming call. There are some older telephone systems that will not clear the uncoming call until the calling party hangs up.

I don't know if my local phone exchange is an older system, although it is Verizon in an urban area so it is probably pretty modern. It will not wait forever for the calling party to hang up to clear an incoming call, it it does take at least 10 seconds. That is shorter than it was many years ago when it took at least 15 seconds to hang an incoming call. I don't know what the Bell standard is, but the M1 is only hanging up for 2-3 seconds, maybe less. While that is probably long enough to clear an outgoing call, I have never lived anywhere where that is long enough to clear an incoming call. I recommend that Elk may want to increase Line Seize Hangup Time or make it user settable. Other people may want to check how long their panel hangs up for (more than 2-3 seconds?) and whether that is long enough to terminate an incoming call. Has anyone else tried it?
