Mounting Siren *and* speaker?

In my area an auto dialer calling police will be ignored. The call must be from a human. False alarms result in a $100 fine.
 
The louder the better. Nothing like coming home to tubs and sinks plugged with waterfalls down your staircase and graphic artistry on every wall from spray cans. Don't make them comfortable.

You could avoid that by having an electric shutoff valve that closes in an alarm, and have another valve, like a sprinker valve, open to relieve the pressure and dump the house.
