Welcome to Cocoontech and the Premise forum!
The "External Links" section, at the bottom of the Premise Wiki page, contains primary, secondary, and tertiary sources for the Premise Installer software.
As you've discovered, the Primary source is currently unavailable. However, the two remaining sources are (as of Nov 26th, 2011) functional.
