Basically i'm asking if the cable signal will stay on during power failure...i never tested since i never had a UPS before..
Obviously, you need to protect the equipment on your end with a UPS, batteries, generator, etc. Will ComCast guarantee anything about their end? Nope.

IMHO, a landline POTS is much more reliable than a cable provider, especially when you add the VOIP on top of that (meaning you now had two service providers that could fail).
If you don't have a landline and don't feel the need for one, other than alarm monitoring, you may be better served by a cellular backup. I have no information about the cellular reliability compared to a landline, but it prevents a simple snip of the landline and coax from leaving you isolated.
 
I use nextalarm with my Vonnage VOIP adaper, which i think the that exact same Linksys PAP device. I told them i had a regular landline and things have been working fine...

I considered using a landline but not sure now..

since the vonnage/linksys box runs over the internet which comes from comcast via the cabel modem.....will i have signal under a power failure condition?? (assuming my routers, voip, etc...are all on UPS)??

I have Vonage/Comcast and indicated that when I signed up with NextAlarm. During the test period I made sure it was logging arm/disarm violations and nightly reporting. Then I went to activate my account and it said I needed to register the ABN thing. I just sent a service ticket to support saying I needed it activated, with no other comment. And they activated it the next day, with no comment.

I spent some time in the chat room here getting the positives/negatives before I decided to buy a prox reader instead of an ABN, only so much money. For me, at this point I would look at an Uplink as a backup.

I have had many UPS batteries expire while waiting on a good story as to how they saved the day. That said 2 12v 8ah batteries are supposed to keep the Elk running for 24 hours according to Digger, a vendor here. So... the simple thing to do calculate the backup needed for the router for the average/max outage and get that. Be sure NOT to plug anything else into the UPS, like the ELK. Easy test: charge the UPS, plug in the router, unplug the UPS, time till empty.

If your standby current is 500 ma (or less) the 2 8 aH batteries will keep the Elk running for 24 hours per the ELK Rating for 24 hour Residential Fire/Burg. If you have greater than 500 ma standby current you should considering adding a supplemental power supply with additional battery backup.

In my area the only real differentiator between telco phone service and cable phone service is exactly the power supply.

Telcos furnish talk power to your phones over the copper wire directly from the telco central office, which has battery and generator backup. A local power outage does not affect your phones.

Cable phone service relies on utility power both for distribution and on the premises. So your service is vulnerable to power interruptions in your house and, usually, in your neighborhood or larger area where the pole-mounted repeaters are located. You can take care of your in-house power interruptions with UPS or similar backup (I use both an APC battery backup and the Motorola 8-hour backup that attaches to the modem). BUT, a neighborhood power failure sometimes puts the cable signal delivery out of commission, in which case your modem is powered up and functioning, but the connection back to the network is dead.

Of course both telco and cable are vulnerable to a pole snap or a cable cut.
