Television turn off

I have an interesting problem. I would like to turn off a television and sound a doorbell when motion is detected. I have limited resources available. I have no IR. I have an ademco alarm panel (vista -50P) and everything associated with it. I also have some X10 stuff including RF. $ are very limited. Any ideas?

Have a hawkeye motion detector turn on a universal module with the relay contacts set to "momentary" to trigger the doorbell and an appliance module that operates a relay which in turn interrupts power to the TV.

If money is tight and you just want to control one TV, you could use a VCR Commander from X10.com. When it gets a wireless signal from your motion sensor, it sends IR codes as programmed.
