Unwanted "Last level" dimming issue with USR1130

I recently noticed an issue with my SA USR1130 dimmers (actually HAL branded, IIRC). I have the top rocker set to set the dim to a fixed value, i.e. 30%. If I press the top rocker, the light comes on at 30% and if I dim it a bit and hit the top rocker it will brighten back to the 30%. Now if I brighten it past the 30% and hit it again, it does nothing. Similarly, if I turn it off and then back on, it will go back to the brighter value.

It's as though I have it configured for the top rocker to be "Go to last on level". Further investigation determined that if I turn off the "Save last value" option then it behaves correctly. I think this is a bug, since this eliminates the ability of having other links that may want to use the "Last level" option.

Anybody else seen this problem?

So, has nobody else seen this or has it just not been a problem?

I run into the problem because I have some lights that I typically like to have at a given level, but will often turn them on "full" for a short time. Having the ability to tap the top and make them return to the preset value is handy. But as I said before, in order to get this behavior, I have to disable the capability of "last level". So far, I guess this hasn't created any real problem, but it does eliminate the ability to restore the lights to the last level via scripting, etc.
