i looked at the connected wires and all colors are right, yellow and green are matching on the panel. i am using the premade pigtail that comes with the exp boards so its plug in on one side and hard wire to the vista. The exp boards came with 2k and i think 6.5k. so i had to buy the 1k for hard wire. the panel has no power problems and they are stacked right next to each other. i am going to spend more time today and see what i can find.

Something isn't adding up. New units come with all the appropriate hardware for installation, not requiring you to source them yourself locally. The value resistors you are posting are very wrong for a 4219/4229 expander. They sound more appropriate for a 20P zone doubling kit. Something makes me think you purchased someone else's problem hardware, with missing hardware, etc.
First, where did the units come from? New in sealed boxes?
Second, what zone(s) are being used on the panel?
Third, have the circuits and resistors been verified for appropriate value? I personally don't trust anything or anyone from "The 'Shack" anymore. What color bands are on the resistors?
Fourth, have you metered out both the power and data screw terminals on the expanders? What sorts of readings are you getting on them? Have you tried using a short piece of wire straight to the panel?
Have you metered out voltage on the protective zones? What sort of values are you getting?
