Vista 21ip w/4219

3-5V for a panel zone/EOLR combo is within normal spec or could be a slightly high loop resistance. For the expander zone(s), I would defer to what others have suggested. As I said, I don't have a running 20P inside here to check the 4219's for loop voltages.

A vista 21ip panel zone should read just barely over 5 volts or 5.095 volts give or take. I doubt that Honeywell has a spec of normal that's a full two volts below that. If so I would love to see it.

I'm going off memory of what they used to spec the panels at, keep in mind, with a 300 ohm tolerance on top of an EOLR value that is +/- 5%.

Without doing the calcs for VD, I wouldn't be extremely concerned as worst case scenario is a high resistance loop vs. what is being posted as a non-secure loop.

In other words you couldn't find the Honeywell spec.

Oh contraire, I do not have a Vista set up where I can bench the actual voltages and values where I am located for myself to verify, however the spec itself is approximately 4.8V before it will see a zone faulted, assuming a 2K EOLR value. (4.82V specifically in the case of the panel before it will trip).

If 4.8V is faulted then how is your "3 to 5 volts is within normal spec" going to hold water?
