Weird problem with led bulbs and Zwave dimmers

I bought a bunch of Luminous can light conversion kits from Costco. I posted a review of them in the led bulb thread. They say they will work with most dimmers, and they were working fine with these zwave dimmers without having to have an incandescent on the circuit.

But now, after the lights have been off for awhile and I turn them on, only one light in each bank will turn on. If I turn it off and back on again, they all go on. If the circuit is getting power, shouldn't they all turn on?
 
Which Z-Wave Dimmer are you using?

If you are using a VRI10 that requires a neutral, you might have better luck. I have wondered whether Electronic Low-Voltage (VRE06) switch would work better with Dimmable LEDs and CFL. I gave up and just put a florescent bulb at last light.

I just bought some Halo LEDs, so I may be experimenting too pretty soon.

Are you trying to initially turn the lights on at a reduced (dim) setting?  My experience suggests that LED bulbs don't always come on if started at a dim setting below some level.  I have a set of LED fixtures on insteon switches.  If I set the intial on level at 20% or lower, I get very inconsistent response from the fixtures.

The living room lights are at a reduced level, but probably 40%.  The kitchen lights are full.

Given what you have said so far, my suspicion is that you have either a wiring problem or your z-wave switch is not compatible with the LED light bulbs.
 
While I missed where you posted the part number for your switches, I found one GE z-wave switch (no neutral) and the description indicated it was for "hard-wired incandescent lighting". 
 
I use insteon, and can also tell you that insteon  2-wire switches are generally good only for incandescent (resistive) loads.
