Where is the info about Tasks in elkrp?

Also maybe there is a problem with the lighting part of the chain. I would change the rule the rule to speak something when I press keyfob button-3 instead of switching the lights just as a test.
 
And you do not need to have the show box checked when accessing the task from the keyfob but it should work either way.

I don't know what the voice description does in the task screen but it doesn't speak when the task is activated. Add a voice message to the rule to prove that the rule is executing.
 
There is also a test button in the rules section so you can test the rule and see if the lights go on and off.
 
You need to find the broken link in the chain of events
 
1 the keyfob button press must be detected by the elk (dead battery? bad keyfob?)
 
2 Assuming the keyfob was detected then the rule has to detect the task being executed
 
3 Assuming the task was detected by the rule then the lighting has to detect the rule trying to switch it.
 
 
Is the lighting UPB? Is it wireless?
 
Ok I have 3 keyfobs.  One from my old  ge alarm, the elk 4 button with yellow green blue and red buttons and the elk 4 button keypad that is black with white buttons.  When I push button 3 on the elk keypads the green light comes on to show the system is disarmed but does not turn on the light or make the panel speak.  The GE keyfob button 3 does make the system speak but does not turn on the lights
 
test button does make the voice heard but does not turn on the light.  All the keyfobs work.  I am using insteon lights through the isy.  Elk sees my list of lights
 
I switched the setting to turn on instead of toggle light and the ge keyfob turns on the light but not both elk keyfob

The green light does not mean that the system is disarmed. It is confirmation that the elk has received the keypress

That sounds like you have an Insteon problem.

I recommend that you get the elk keyfob working before adding a second or third.
The number 3 button is to check status of the alarm. If alarm is set I push button 3 and it lights up red. If the alarm is disarmed then button 3 lights green. Also explained that way on a couple elk videos I've seen.

When you ask if the rule for the Elk keyfob is set to voice, my understanding is you can't configuration different buttons for different keyfob. I read that if you set a button on a keyfob then all keyfob are changed. But yes the rule has voice and to turn on a light
 
The #3 button is normally used to get information about arming as you say but If the #3 button is assigned to the task then it is no longer assigned to that information function. If the green light goes on when you press the #3 button then you did not successfully assign the button to the lighting task.
