Z-wave vrusb primary with vizia rf toolkit, adding secondary controllers

I have a vrusb primary z-wave controller that I am using with Leviton's rf toolkit, it works pretty well adding switches, but when I try to add secondary controllers (GE 45600, intermatic ha07, and an intermatic ca5500) they come up as unknown component, and won't work as a controller.

Any idea on a workaround......

I have same setup and bought a GE 45601 on Amazon for $15.
It too comes up as unknown device, but I got as far as having it turn on and off ALL the devices on the network.
Very bizarre to have every light and house fans come on at the same time...
After putzing for better part of an hour trying to get individual lights on the buttons, somehow I have it messed up so it doesn't do anything anymore.
I'll try again on a rainy day when I have nothing to do. For now, I gave up.
