I'm considering doing the same thing, but just to clarify, do you need another relay on the elk to control the RIB? If so, what is the purpose of this relay and why is it not good to just wire the relay directly into an elk output?

I do know they make X-10 that works on 230V AC. I believe the company that makes it is called Marmitek.

I spliced my cable modem power supply into the elks 12v relay. Homeseer pings google every 10 min. If no response, it flips the relay off for 10 seconds which resets the cable modem.

I have a similar setup that uses a counter, but not an output. I have a rule that says whenever the counter is > 0 the send one decrement dim signal and subtract one from the counter. Is this a bad setup? I guess I am confused on what using the phantom output does for you.

These are the ones I have below. My guess is you are using the non-concealed door magnets. I'll try to get a rare earth magnet and see if that makes this contact any more sensitive. Thanks for the information.
