You're in the realm of a Vista 32FB or a V-128FB to start off with because of the commercial nature of the properties. Anything less than a commercial rated fire panel would be opening yourself up.

I'm still looking into it but in my area it looks like you don't get into commercial rated fire panels until you're 6 units and up...
 
I would speak to your local fire marshal and insurer before assuming. Keep in mind, the overall cost of the panel is insignificant, the only recurring would be the primary and backup comms.
 
Once you move into a multi-tenant occupancy is usually the deciding factor. In my area it's a 3 unit building/house.
