Elk and three way Insteon togglelinc

I am trying to control my front hall light using the Elk M1G using rules. The light is hooked to two Insteon togglelincs (top and bottom of stairs) that are cross linked with each other. The dimmer togglelincs work correctly with each other, but do not respond completely to the Elk.
One of the rules is just to turn on the light when motion is detected. When the rule runs, the LED on the togglelinc goes off, but the lamp does not go on.

Has anyone else had a similar problem with three way Insteon switches?

Perhaps I need to do something like John suggests here?

Make sure your send an "ON" to both switches in the circuit. It sounds like you are only triggering the slave and not the master. Do the LED's on both switches turn off or just one? When the ELK triggers a switch, it doesn't know what other switches it's cross linked with.

Just the LED of the one I am targeting goes off. I have tried sending to the master and the slave, but not both.

Well I tried sending the command to both and it seems to be working now. I don't know why, but I suppose that is another question...
