That would work in a pinch, but the plastic fitting is usually a lot more expensive than a chase nipple. Also, a PVC fitting tends to have a smaller ID on the pipe and fittings compared to metal.
 
Bushings on metal fittings should be considered any time bulk cable is being introduced.
 
On a side note, FWIW, I've discovered that the "orange" store has started carrying LV grommets buried in their section (what we commonly refer to as cat's asses) all the way up past 1" trade.
 
Also in my case the thin plastic bushings work becasue my metal enclosure is attached to a stud and is a blind hole. I need something that I can push in from inside the box with no access to the other end of the bushing. I'll check out the box stores for plastic bushings
 
Another option is to use Panduit Grommet Edging to make your own grommet to fit any size hole.  It comes in rolls of 100 feet, which is way too much unless you are a professional and will use it often.  But you can often find shorter lengths on eBay for $5 or so.  Note that it comes in different sizes, so you need choose a size that will fit the sheet metal thickness.
