Elk M1XEP: dead?

I had been successfully bench testing my M1 system with an M1XEP module.

Now that I have begun the actual installation, I can not communicate with the M1XEP. The orange LED on the board is blinking and I only get a faint and steady green blink on the RJ45 connector.

I tried rebooting with a jumper but the status is unchanged. Is my M1XEP toast?
 
disconnect everything but the M1 and XEP and then post your results. Remove all field wiring. Connect straight to the XEP with a factory made patch cable.
 
Did the IP change? Do you have it set via DHCP or static?
 
It behaves identically whether connected to a bare M1 Gold or completely stand alone.

It was set up as DHCP.
 
First, if you haven't already, I would try another ethernet cable.
 
When you install the jumper on the XEP and power it up, do you see the 5 quick blinks of the green LED?  That would be a good sign. 
 
Next, power it up without the jumper, bring up RP2, open the account for your board, and click on M1XEP Setup. Then click on the Find button on the next window.  Does it find the XEP (i.e. it displays a MAC address)?   If it does, that's another good sign.
 
Tried known good Ethernet cable and port. No luck.

Status appears the same with or without jumper-- bright flashing orange led on the board, very dim persistent green flashing led on RJ-45 port.

Can't find the card via mac or IP addresses.

With nothing connected to XEP, other than the power supply, and with the jumper in place, if you don't see the blinking green LED sequence described on pg 25 of the manual, that's a strong sign that the XEP isn't working properly.

One other thought is to check the power supply to the XEP and make sure it is putting out a good 12V under load.
